President Pierce orders the Secretary of State “to affix the Seal of the United States to the remission of the penalties by Joachim F. Halner.” Signed at the conclusion in black ink by Pierce. Two thin strips of toning from tape repairs on reverse, including a bit of light toning under signature, and some scattered light wrinkling and creasing, otherwise fine condition.
