Signed at the conclusion in black ink by McKinley, and countersigned by the Postmaster General. Matted with a portrait of McKinley, to an overall size of 36.5 x 21. In very good condition, with bisecting folds, light wrinkling and toning, with some heavier toning around seal, and some light surface loss under seal.
