Partly-printed DS as president, one page, 15.5 x 19, February 9, 1900. McKinley appoints Henry L. Howison “a Rear Admiral in the Navy.” Boldly signed at the conclusion by McKinley, and countersigned by Secretary of the Navy, John D. Long. In very good to fine condition, with a heavy central fold, scattered light wrinkling and creasing, and folds along the perimeter from prior framing. The blue seal is crisp and intact.
Howison was a career Navy officer from Indiana (1837-1914) and this document represents the pinnacle of his career. Ironically, though, Howison’s taste of fame would take place on dry land, as an appointee to the 1901 Schley Court of Inquiry. An avid populace followed accounts of the dispute between two officers who both claimed credit for destroying an enemy fleet during the Spanish American War.
