Robert Elmore…Secretary of the Commission to represent the United States in the celebration of the first centennial of the proclamation of the independence of the Republic of Peru in said Republic during the month of July, 1921, with all the privileges and authorities of right appertaining to this commission.” Signed at the conclusion in black ink by Harding and countersigned by Secretary of State Charles Hughes. In very good condition, with scattered toning, two punch holes to left edge, bisecting horizontal fold, a couple ink splotches to Harding’s signature due to ink flow and an intact paper seal.
