Description

Scarce book: Report on Japanese Reparations to the President of the United States, November 1945 to April 1946, by Edwin W. Pauley, Ambassador of the United States and Personal Representative of the President on Reparations. Hardcover, 8.25 x 10.5, stamped "Secret" [struck through] and "Restricted" on the front cover. Pauley's report, created as part of his assignment to to the Allied Reparations Committee, is "designed to provide an official policy of the Government of the United States as to reparations from Japan." It carries recommendations and reports covering the necessity for reparations, reparations policy, restitution, and a detailed outline of Japanese industry, including chemicals, machine tools, handicraft, automotive, textiles and leather, silk, power plants, shipbuilding, railroads, petroleum, paper and pulp, fisheries, food processing, forest products, rubber manufacturing, ceramics, industrial explosives, communications equipment, arms and ammunition, and mining. In very good condition, with ex-library markings and rubbing to boards.

Accompanied by a transmittal letter from Gail S. Carter, Chief of Secretariat, U.S. Reparations Mission, sending the report to Congressman Chester E. Merrow of New Hampshire, dated November 26, 1946, in part: "Mr. Pauley is making this report available to you, as a member of the Committee on Foreign Affairs in order that you may if you desire, become familiar with the problems presented, the recommendations made and the information obtained by him as the United States' Representative on Reparations."

Prepared in the immediate aftermath of Japan's surrender, Pauley's report reflects one of the earliest and most consequential debates of the American occupation: how to dismantle Japan's capacity for future aggression while compensating the Allied nations devastated by Japanese conquest. Appointed by President Harry S. Truman as his personal representative on reparations, Pauley advocated stripping Japan of substantial portions of its industrial and military infrastructure, redistributing machinery and equipment to former victim nations, and breaking up the powerful zaibatsu industrial conglomerates that had supported Japan's war effort.

His recommendations were intended not merely to punish Japan economically, but to reshape the balance of industrial power in East Asia and prevent renewed Japanese militarism. Submitted to Truman in November 1946, the report became an important foundation for early American reparations policy, although Washington's priorities soon shifted toward Japanese economic recovery as Cold War tensions intensified.
