The text, signed in type by Israel Pemberton and twenty-one others, includes copies of orders of the Supreme Executive Council, remonstrances addressed to the Council, and other papers upon the state's arrest of Quakers (including himself) on suspicion of Loyalist sympathies during the Revolutionary War, and their confinement without a hearing or trial.
