In part: "Be it enacted by this General Assembly, and by the Authority thereof it is enacted, that William Ellery, David Howell and John Brown Esquires (Henry Marchant Esq'r having resigned) who were chosen Delegates to Congress, at the Election in May last, shall serve in Congress for one year, to commence on the First Monday in November."
