Manuscript document in French, three pages on two adjoining sheets, 7 x 9, no date but circa 1778. Translation of a Congressional resolution passed in John Hancock's name, aiming to create an alliance in the fight against Great Britain. In part (translated): "Resolution of December 30, 1776 passed in the Congress of the United States of America which contained the Report of the speech delivered in the Parliament in London by Governor Pownall and from which it appeared that there had been an Announcement in England in January 1778. Resolved. That Commissioners be sent to the Courts of Vienna, France, Prussia, and the Grand Duke of Tuscany. That instructions given to the different commissioners of the United States shall convey that they will assure the respective Courts to which they shall be sent that, despite the insidious efforts that Great Britain is making to divide the powers of Europe, the Congress and the Inhabitants of these States, while being disposed to return under the administration of the British Crown, they are determined that it should be reached by preserving their independence. The instructions convey also that the respective Commissioners do everything which is in their power to persuade the Emperor of Germany, Their Very Christian Majesties, Catholic and Prussian, to oppose new troops, Russian, German and others, being employed in waging war against the United States, and even in asking the recall of those who have already been dispatched. That they will persuade, if it is possible, H.V.C.M. to assist the United States in their present war with Great Britain, by attacking the Electorate of Hanover or such other part of the British dominion be it in Europe or in the two Indies."
