U.S. treasurer during the Civil War (1802-1890) who is credited with bringing women into the civil service. Hand-addressed Treasury of the United States mailing envelope, 8.5 x 3.5, filled out by Francis Spinner, who addresses the envelope to “Henry Lieberman, Esqr, 4 Hamilton Place, New York, N.Y.,” and adds his franking signature above, “F. E. Spinner.” In very good to fine condition, with overall soiling. Encapsulated in a PSA/DNA authentication holder, grading the autograph as "NM-MT 8."
