Kaiser of Germany (1859–1941) from 1888 to 1918. Partly-printed DS, in German, signed 'Wilhelm II,' one page, 8.25 x 13, March 6, 1899. Wilhelm II appoints Ernst von Weyrauch, Undersecretary of Education and Health, to the position of Privy Councillor with the title of Excellency. In part (translated): 'This appointment was made whereas in turn his Excellency shall be commended to Our highest protection and shall enjoy the privileges befitting the character of such high office.' Countersigned by nine Cabinet members with large embossed seal to the left of the signature. In fine condition, with intersecting folds and show-through from writing and mounting remnants on the reverse. RRAuction COA.
