In part: “In the latest annual report of this Department, I referred to a very large accumulation of broken sets of Congressional documents and odd volumes which have been placed in the custody of the Department of the Interior…In view of the difficulty of providing proper storage room…many of which are of little value, I have the honor to inclose, herewith, a draft of a Joint Resolution.” In fine condition, with a uniform shade of mild toning, and some scattered light soiling.
