In part: “The enclosed papers relate to the claim … for commutation under the act of 1828. Will you do me the favour to review the case, and inform me what objection exists to the allowance of the claim….” Light scattered wrinkling, tiny edge separations at folds (one with tape repair to reverse) and stray ink spot just touching first letter of signature, otherwise fine condition.
