Countersigned by Secretary of State (and future Chief Justice) Charles Evans Hughes. The embossed paper seal remains intact at lower left. In very good condition, with scattered soiling and light staining (vertical water stain to text) and a few surface marks and small holes (the latter tape-repaired from reverse).
