Partially engraved DS, signed “Franklin D. Roosevelt, Acting Secretary of the Navy,” one page, 10.25 x 8, May 14, 1919. A certificate of promotion for Henry T. Meriwether to the rank of commander in the Naval Auxililary Reserve. The blue paper seal remains intact at lower left. In very good condition, with light scattered soiling, vertical creases, wrinkles, and faint offsetting from seal. The signature is bold, dark, and unaffected.
