Signed at the conclusion in black ink by McKinley and countersigned by Secretary of War Elihu Root. Matted to an overall size of 20 x 24. In fine condition, with previous storage folds, intact, but creases seal and a bit of scattered light toning. McKinley’s signature is as bold as the day he signed .
