Partial DS as president, signed “G. Washington,” and “Th: Jefferson,” as Secretary of State, one page both sides, 10.25 x 9.5, May 21, 1796. Three language ship’s papers in Dutch and English on one side and in French and English on the reverse, and reads, “Be It Known, That leave and permission are hereby given to David Black, master and commander of the Schooner called the Belsey of the burthen of sixty four & half tons or thereabouts, lying at present in the port of Alexandria bound for Martinica and laden with Flour, Bread & Shingles to depart and proceed with his said Schooner having been visited, and the said David Black having made oath before the proper officer, that the said Schooner belongs to one or more of the citizens of the United States of America, and to him or them only.” Signed at the conclusion in black ink, “G. Washington,” and countersigned by his Secretary of State, “Th: Jefferson,” who has also added “By the President” on Washington’s behalf. Document is also signed by Collector of the Customs at Alexandria, John Fitzgerald. In very good condition, with neatly done professional reinforcement to folds, light overall toning, a bit heavier to edges, and a small chip of paper loss to left edge; while the document is self-contained, it should be noted that the bottom third of it is not present. A magnificent example, with all writing, including both signatures, bold and readable, and the intact seal and bearing seldom-seen contemporary hand notations indicating that the ship’s papers have been cancelled (September 2, 1793) and that “A new one has been granted in this stead thereof.” COA John Reznikoff/PSA/DNA and R&R COA.
