Signed at the conclusion in black ink by Wilson and countersigned by Secretary of the Navy Josephus Daniels. In very good condition, with scattered light toning and wrinkling, partial blue seal, some light soiling over a couple strokes of Wilson’s signature, not detracting from overall impressive appearance.
