In part: “I do hereby pray and Request Her Britannic Majesty, Her Governors and Officers, to permit the said George J. Abbot fully and peaceably to enjoy and exercise the said office…” Signed “Abraham Lincoln” at the conclusion, and countersigned by Secretary of State Seward.
