Government card, 4.5 x 3.25, embossed with “Navy Department, Tokio” in the upper right corner. “His Excellency Admiral of the Fleet, Count Heihachiro Togo, O. M. “ is typewritten and underlined in red ink at the bottom of the card. Highly uncommon fountain pen signature “Admiral Count H. Togo.” In fine condition with remnants of red ink on the reverse, some of which shows through lightly on the front. R&R COA.
