In part: “In 1951 I wrote to you regarding the interest of Mr. Joseph E. Rowen, Jr. … who was desirous of obtaining a position as Clerk-in-Charge in the Postal Service…. I was advised that an employee must have twenty years of service to be considered for advancement to supervisory positions. It is my understanding that this policy has been modified, allowing a person with ten years’ service to obtain such a position. Mr. Rowen has served in various capacities in the Postal Service since 1936. In view of his experience and length of service, I am again writing to you to see what favorable consideration may be given his application at this time. I sincerely appreciate your attention and co-operation in this connection.” In fine condition, with usual mailing folds (away from signature), staple holes at upper left, small piece of tape to upper margin of verso, and signature a little light.
