Just weeks after his re-election to a second term, McKinley enacts an extradition treaty with Peru

DS, written in another hand and signed as president, one page, 10.5 x 14, November 23, 1900. An official letter in which McKinley authorizes envoy William Dudley “to effect with any person or persons duly authorized … by the Government of Peru, the exchange of my ratification for that of the Government aforesaid of the treaty between the United States and Peru providing for the extradition of criminals concluded at Lima on November 28, 1899.” Countersigned by Secretary of State John Hay. In fine condition, with light toning (more prominent at edges), a few small insect holes (well away from signature), and embossed Presidential seal slightly perforating the sheet, just touching the signature.
