In part: “Enclosed please find ‘Preamble and Resolutions’ of the Florida Assembly. Is this intended as a reflection upon Col. Osborne’s administration? I thought he had conducted…good judgment and economy…Would you like to assume the duties in connection with those of Dept. Comdr? Wouldn’t it operate better than as you and Col.
