Hayes signs a promotion of Phillip Ferbe to second lieutenant of the Sandusky Light Artillery of the Ohio National Guard, signed at the bottom, “R. B. Hayes.” In very good condition, with light overall toning, expected document folds, minor edge wear, worn but intact gold seal and some light mirroring to printed text on opposite sides. R&R COA.
