Lincoln writes 'Respectfully submitted to the Sec. of War.' Archivally double suede matted and framed with a portrait of Lincoln, to an overall size of 21 x 18. Pencil address in another hand on envelope, scattered soiling and creasing and paper loss to top right corner, none affecting text and signature, otherwise fine condition.
