In part, 'I like your letter about Jordan, and I think he must be a good fellow. I am afraid he will have to be given the examination here...Where does he come from? I hope not from New York or Massachusetts, which have more than their quota of appointments...I will see if there is not some place in Porto [sic] Rico that can be given him.'
