Emory to the rank of Captain in the Navy, signed at the bottom in black ink by Roosevelt and counter signed by his Secretary of the Navy. Matted and framed to an overall size of 18 x 22.5. In fine condition, with last letter of first name and first letter of last name light due to poor ink flow, intact seal, plaque affixed to the outside of glass and some mild wrinkling and toning.
