Stalin orders 'from the tank brigades remove one tank battalion of smaller tanks, personnel and transport per the enclosed list of changes.' He also mentions that various changes be made in the disposition of petroleum in drums, and in the number of drivers and cars. Signed at the conclusion in blue pencil by Stalin.
