In part: “When I called the PO Dept. I failed to get the charges brought against you & as Mr. Holt was then absent, I requested that I might be informed of them on his return. General Harrison was here…and I asked him if he knew of any charge against you, affecting either your personal or official integrity. The only charge, that I find is, that for some weeks you employed a substitute without authority from the Dept. This was a violation of their rules and regulations—but I repeat casts no imputation upon your character.” Framed so both sides are visible, to an overall size of 14.5 x 13.
