War Department document informing that John P. Hatch has been promoted to the rank of Colonel in the Second Regiment of the cavalry, signed at the conclusion in ink by Lincoln as the Secretary of War. In fine condition, with a few light wrinkles, and a horizontal fold through tops of a few letters of signature. R&R COA.
