Gurley who has “successfully completed the prescribed course of instruction for the Naval Training Cruise for Civilians,” aboard the U.S.S. Rhode Island. Signed at the conclusion in black ink by Roosevelt as Acting Secretary of the Navy. Certificate is affixed to an identical size piece of artist’s board.
