In part: “I beg to acknowledge the receipt of your checks … payment on behalf of the Government of Venezuela of salary and expenses of my secretary to and including August 16th, 1899….” Harrison was then in Paris to act as chief counsel for Venezuela in a boundary dispute with Great Britain over British Guyana.
