Franking signature, “Dept. of State, James Madison,” on a 6 x 3 (panel size) postal cover addressed in a different hand to the Governor of Tennessee in Knoxville and bearing a Washington City postmark and “FREE” ink stamp. A pencil notation identifies the original item as “letter transmitting Acts of Pa. 1802.” In good to very good condition, with soiling and light staining, wrinkling, a few tiny edge tears and chips, and slightly irregular ink flow to signature.
