Road construction jobs during the Great Depression: “I can give you no assurance that the contractor will hire local labor only”

TLS, one page, 8 x 10.5, State of New York letterhead, January 9, 1931. FDR writes to a reverend seeking work for unemployed men in his neighborhood. In part: “I have your letter ... of furnishing work for the unemployed men in your neighborhood by placing under contract ... the road between Jones Point and Bear Mountain Park.... I can give you no assurance that the contractor will hire local labor only. Our laws require that he employ only citizens of the State of New York and while I believe all contractors want to employ local labor as much as possible, yet it is possible that he will have a certain permanent skeleton organization which he will want to place on that work.” In fine condition, with overall toning to letter, a bit heavier at the edges.
