In part: “I have your letter ... of furnishing work for the unemployed men in your neighborhood by placing under contract ... the road between Jones Point and Bear Mountain Park.... I can give you no assurance that the contractor will hire local labor only. Our laws require that he employ only citizens of the State of New York and while I believe all contractors want to employ local labor as much as possible, yet it is possible that he will have a certain permanent skeleton organization which he will want to place on that work.” In fine condition, with overall toning to letter, a bit heavier at the edges.
