Countersigned by John Russell as secretary of state. The embossed paper seal remains intact at lower left. In good to very good condition, with intersecting folds (vertical fold to “R”; partial separations tape-reinforced from reverse), wrinkling, light toning, staining, and faint offsetting of printed text (the last slightly touching last name), and faint show-through from printed text on reverse.
