In full: “I deeply regret that as you will probably have heard from Mr. Chamberlain the increasing pressure of work at the Admiralty, which calls for the uninterrupted presence of the Board, compels me again to defer the project for my speaking at a recruiting meeting at Birmingham, which I had contemplated with so much pleasure.
