A landmark in government printing

LS, signed “John Quincy Adams” as Secretary of State, one page, 7.75 x 9.5, November 8, 1819. Adams writes to the Governor of Alabama. In part: “The Documents printed under a Resolution of the 27th December 1813 … have been just received from the hands of the Bookbinder, and I have the pleasure of forwarding to you herewith three sets, which are intended for the use of the Executive, and each Branch of the Legislature, of Alabama, and for such University or College as may exist in that Commonwealth….” The resolution in question, which marked a watershed in the printing and distribution of federal documents, provided for congressional publications to be printed and distributed “one copy to each university and college in each state, and one copy to the historical incorporated, or which shall be incorporated, in each State.” Letter tipped to larger sheet along left margin, intersecting mailing folds (vertical fold just touching “Q”), and some light marginal soiling, otherwise fine condition.
