In part, “I have received the letter which your Excellency addressed to me…in which your Excellency announces the recall of Senor Don Manuel Carvallo, who has for some time past been accredited to this government as Envoy Extraordinary…Intelligence of this event will be deeply regretted by all who have had official or personal intercourse with Mr. Carvallo during his residence in the United States. While his constant aim has been to uphold and promote the interest of his own country, in pursuing this course, he has gained the respect and good will of this government.” Signed at the conclusion by Pierce and countersigned by Secretary of State Marcy. In fine condition, with intersecting folds, one through a single letter of Pierce’s signature, crease to lower left corner, and a bit of trivial foxing.
