An official letter authorizing the Secretary of State to affix the Seal of the United States to “my full power authorizing him to negotiate, conclude, and sign a treaty with Great Britain relating to the Tenure and Disposition of Real and Personal Property.” Light toning to perimeter from previous framing (just touching last letter of signature), very faint spot above first name, and light offsetting of signature to blank portion of document, otherwise fine, clean condition.
