The labor unrest to which Hoover alludes was probably related to a nationwide oil strike in May 1952, during which some 90,000 petroleum-industry workers (represented by an unprecedented alliance of 22 major and independent unions, including the C.I.O and the A.F.L.) walked out of their jobs over wage disputes.
