In full: “I congratulate you upon your reelection and shall hope to see you upon your return to Washington.” The original recipient was evidently Sereno Elisha Payne (1843–1914), a 15-term congressman from New York. Matted and framed with a Pach Bros. photo to an overall size of 10.5 x 16. A few very subtle brushes to text, otherwise fine, clean, bright condition.
