In full: “In accordance with the requirement upon me by section 2 of Chapter 704 of the Laws of 1931, I am transmitting to you herewith an engrossed copy of such chapter entitled: ‘An act on the application of the legislature of the state of New York petitioning the congress of the United States of America to submit a referendum to the citizens of various states.” Accompanied by two unsigned carbon copies of letters from Clarke to Roosevelt, 1930 and 1933, each mentioning legislative issues.
