The text reads, in part: “In testimony … I have caused the Public Seal of the Commonwealth of Massachusetts to be hereto affixed.” Signed at the conclusion by then-Governor Hancock and counter-signed by Commonwealth Secretary John Avery. Matted and framed with a seated portrait to an overall size of 22 x 13.25. In fine, clean condition, with just a few light folds and creases.
