Signed at the conclusion in black ink by Arthur and countersigned by Postmaster General Walter Gresham. Light toning from folded seal over portion of Arthur’s signature, previous storage folds and a couple slight fold separations, otherwise fine condition. The gold foil seal and ribbon are intact.
