The document is countersigned by Acting Secretary of War Robert Shaw Oliver and bears its embossed paper seal at lower left. In very fine, clean condition, with mild wrinkling, the slightest suggestion of faint spotting at top edge, and faint abrasion near Oliver’s signature, no fault materially affecting the visual impact.
