Certificate of indebtedness, signed by McKinley as Governor of Ohio, issued to “Provident Savings Bank, Baltimore, Md…in the sum of One Thousand Dollars…redeemable on the first day of July, 1896…at a rate of three per centum (3%) per annum.” Signed at the bottom in black ink by McKinley and countersigned by the State Auditor and Secretary of State as well.
