Hughes to the position of Assistant Paymaster in the Navy, with the rank of Lieutenant. Signed at the conclusion in black ink by Roosevelt and countersigned by his acting Secretary of the Navy. Roosevelt’s signature a shade or two light, several horizontal creases from previous storage and some scattered light toning and foxing, mostly to the edges, otherwise fine condition.
