Tricky Dick still doesn’t trust Congress: “I am skeptical about whether Congress can be trusted with new revenues that come with no strings attached.”

TLS signed “RN,” one page, 7 x 9, personal letterhead, October 16, 1989. A letter to Robert Finch. Nixon has written “Dear Bob” in his own hand. In part: “I would favor some VAT-type taxes, so long as the revenues were pegged by statute to a specific need, such as fighting drugs or crime. I do not share the left’s concern that VAT-type taxes are overly regressive. But I am skeptical about whether Congress can be trusted with new revenues that come with no strings attached. I hope these thoughts are useful as you make your presentation to this important conference.” In fine condition, with usual letter folds, mild corner crease. R&R COA.
