Raised ornate cover bears a small oval portrait of sailboats docked on a snow covered river, surrounded by five small angelic faces. Signed on the inside, as president, under his full page image, William McKinley, Aug 9, 1897,” and also signed by Vice President Garret A. Hobart and Secretary of War Russel Alger, both signing by their respective full page images. In fine condition, with original ribbon binding, mounting remnants to back cover and some trivial spreading of ink to small portions of McKinley’s signature. R&R COA.
