In part: “Responding…your two questions: 1. the use of the bomb can in no way be categorized as ‘revenge’ for Pearl Harbor…it was our intent ‘to destroy the will and ability of the enemy to continue to fight.’ To attain that objective, one would use all available resources. The bomb was one of the available resources. 2. The use of the bomb was not Truman’s only alternative but it was his best.
