DS signed by Woodrow Wilson as president and Roosevelt as Secretary of the Navy, one page, 15.5 x 19.5, January 25, 1916. President Wilson appoints John Downes to the position of Lieutenant Commander in the Navy. Signed at the conclusion in black ink by Wilson and countersigned by his acting Secretary of the Navy, Franklin D. Roosevelt, with Roosevelt himself adding “Acting.” In fine condition, with bisecting storage folds, worn seal mostly intact and three very nice vignettes to document.
